The difference in this "slow down" appears to be as everskim said the rich are getting richer and the middle class is disappearing.

We have become a society where there are such a high proportion of people who appear to be totally independent on the economy. That is they will get their good income regardless. The public service for one section is now vastly larger than it was even in the late 80s

All the higher end executives will still be paid etc

Also we have the situation that a most of the younger people have never known war or tough times so they believe that everything will still be a paradise and there is no need to save or cut back on spending.
