There is a shortage of skilled labour in certain sectors. A combination of low immigration, poor planning in education and training and an aging work force are producing capacity constraints in certain skill sets.

It is also probable that our measurement of unemployment is flawed and that “actua” unemployment is much higher. There is an amount of underemployment (people work fewer hours that they would like, but are not classed as unemployed) that isn't measured. Also, the participation rate hides unemployed who have given up trying to get work.

It is also likely that skews in the distribution are hiding median declines in real wages. For example, the large increases awarded to a few in Western Australia offset the declines born by many in the Eastern states in the calculation of the average.
