To briefly join the ranks of the "rost tinted", I suspect perhapd CSG was "beneath" GdF. I can understand the really top tier gas players taking that few.

Perhaps in addition to what Poyndexter says, there may not be much of a domestically focussed "next tier" in France? Perhaps too much of the industry has been monopoly/regulated or otherwise under the control of private/public (entrepreneur stiffling) bureacracies?
