There are a couple of inconsistencies in the article compared to the 5th June announcement. The announcement says that CETO is unaffected by storms - but the article says that they are waiting to find out if CETO can withstand 9m waves.
That announcement is concerning on two other counts. You cannot make desalinated water from energy without some pretty advanced nuclear technology. OK, I know what they mean but it is pathetic English. How do we know what they DO mean?
Of much more concern is the statement that CETO is fully submerged in deep water, away from breaking waves ..... and unaffected by storms - even as there is an article saying they are waiting for a storm to see how it goes. And any coastal or deep sea sailor will tell you that there isn't anywhere in deep water (except in very select protected location; which don't have waves anyway) that doesn't have breaking waves in a storm.

Saying that the buoys are unaffected by storms is not enough, they then have to prove it. Is that not so?
