I don't believe China's nuclear plans will significantly change from it's latest high growth projections (pre-earthquake).
I believe that it's latest announcements about being more cautious is just to show the world that it is acting responsibly as a good global citizen, however it will more quietly (un-announced) just keep on plodding away with a nuclear future, as nuclear-kneejerks slowdown and it doesn't have severe time-slippage with its execution of a large nuclear capacity.
