I think CXM may have given us a clue in their last sentence.
"Importantly, the detail in the application did not require alteration."
I would interprete that to mean that the deal will be approved but, with so many similar Chinese deals coming through, the FIRB just need a bit more time to get the offical bits signed, documented, Ministerial approval, etc...
