Impossible to stay how low the banks will fall. Reaching their 52 week lows could be a baseline. But all guesswork as we have no idea how deeply they are involved with subprime, CDO's etc.
But one can say that return to former share peaks will be a long haul. Some renowned commentators who predicted the US stock collapse 3 years ago (eg Roach a BIG shot at Morgan Stanley) expects the US recovery to take a long time. He reckons it could/will be 20-25 years ie. similar to Japan.
Me.... hard to say but my guess is 10-15 years for the USA.
We in Oz are in MUCH better shape. So maybe 7 years will be possible but doubt it will be sooner.
One day these share WILL be back. But it will be a loooong haul.
