They won't buy because they know it is unlikely to have reached anywhere near its bottom. The June 30 profit will likely miss its already downgraded guidance and the outlook for the year ahead is abysmal. They have no strategy to correct the decline other than to scrap dividend and give the the chairman a pay rise for working 3 days a week.
