TOE like many others in this space requires a higher uranium price which is presently in the doldrums. Commodity cycles often take longer than 10 years so you need extreme patience, unless you're just damn lucky and fluke getting in just before the up cycle commences. TOE is well progressed. Once the U price increases so will TOE.
As you say TOE was 33c a few years ago and could easily be worth a lot more in a few years time. That's why I'm investing. Buy low sell high is always my aim.
