makattack - no idea, but RP (CIF (US)) lingered fairly flat around $50-$60/t in the 90s and early-mid 00s, mostly from Morocco. Would seem RP production costs in Morocco weren't very high at all.
although i remember someone posted here that Morocco used to (but no longer) subsidise RP production - no idea how or why, sounds like a strange thing to do.
