    because once the situation is stable and being discussed rationally with actual samples etc we can reapply for approvals for provably safe materials
    first we need to remove the political problem
    then work on the scientific / economic problem
    it doesnt pay to nit pick over legal wording of contracts with govt ministers who are soon to face reelection
