those houses are GP and specialist clinics. its cheaper to set up in a house. GPs are owners of their business and often stay in the same practice for decades.
over recent govt terms politicians have played havoc with the GP practices, freezing their payments for 5 years in the effort to reduce budget costs. this caused a lot of poor people to go to Emergency where they can see a doctor, and have access to a registrar, for free.
politicians should never be allowed to run important systems like health and education.
