over recent govt terms politicians have played havoc with the GP practices, freezing their payments for 5 years in the effort to reduce budget costs. this caused a lot of poor people to go to Emergency where they can see a doctor, and have access to a registrar, for free.

politicians should never be allowed to run important systems like health and education.

The reality is, Scoto, that if a politician gets crook, they get preferential treatment, so the health system and how it operates is an easy target to slash spending.
