Most Public Services are infiltrated by private sector business heads, who haven’t got a clue what they are supposed to be doing.
They generally become Director’s within the Public Service, who then need more staff to teach them on how they should be doing the job
On top of that they generally hire their mates to make them feel like there previous private sector position.
This is purely my opinion on how the numbers swell in the Public Sector Service’s!
