Could it be that our ability to foresee and communicate natural disasters has dramatically reduced the death toll per thousand? Also the improvements in building strength and measures to protect communities from likely problems?
Then we have our vastly improved mobility and medical facilities.
Everything gets reported and recorded these days but many events could have slipped through unrecorded at that time.
I would consider that before making any assumptions about the correlation of those charts.
