Generally it would take at least four years from the decision date before the first oil was produced.
IMHO this is the risk: Let's say all calculations show that Brent Oil @ USD70 is a production goer.
4 years are spent on amassing equipment, getting agreements signed and crewing up.
Brent drops to USD15.
