Obviously someone sees there's something wrong with the whole thing, I'm still just trying to figure out what it is.

Possibly because there is still -some- uncertainty as to how much of capital will be returned to shareholders, at least until PwC finishes the audited accounts by 30/9 (the $100m figure may not be definite, contact co.).

That or management simply isn't trusted by the market to be capable of utilising the funds properly.

Or the market is just very impatient. Volume is weak though which is a good thing as if it moves up it should do so quite quickly.
