Hi Westcott,
I agree with what your saying about "using them to get licenses" etc, however they still haven't shown that they can produce the funding, so why would they issue the the licenses before they know that funding will be gaurenteed. I think we are in a stand off. As has been said before one party (SDL) is saying show me the licenses, the other (governments) are saying show me the money.
