I would put TA as a price predictor in the astrology or fortune telling category.
I have found a better type of tea leaf reading is to "stalk" stocks long enough to get a fair handle on the way a stock behaves in a variety of circumstances.
Eg. reaction to good and bad news, good day, poor day
high volume, low volume etc. That make take months of painstaking "stalking' but in the end you know a lot about when to enter and when to exit or just leave it alone.
It's not a foolproof method but it will be kinder on your bank balance provided you are quick enough entering and exiting when the stock "starts talking "to you.
