    Easy. Select your parents badly. Try teaching kids with IQ levels of less than 80 and you would find the answer to your question. "It's the system's fault!" No, it is NOT.
    Teachers are not stupid and identify kids very quickly, when they are struggling. If you keep NAGGING, SETTING MORE HOMEWORK, MARKING OUT HIS ERRORS, ETC, then you end up getting a psychologically disturbed child, very unhappy, and his childhood would be stolen from him. He would be unable to develop a healthy self concept and end up with no friends. Expect him to turn out like Bo (or whoever he is), very aggro, very entitled, very angry and ready to hit Ice or whatever to dull his pain.
    Educators know well enough not to destroy a child's self concept and end up with a psycho instead. They are kids and need to be respected. They belong to their peer group and are already sufficiently different to know they are without teachers nagging and cruelly treating them. The other kids know where the difference is. They find certain things very easy and see their friend who cannot achieve.

    This is the way of humanity, mogga. All kids need to go to school. It is only there where the range of capabilities and IQ levels are so tellingly on display to teachers. If you think you have had this experience mogga, you will have to say how. I think teachers, especially in state schools, are in a unique position to see this. There is no other profession where learning skills across all levels are so painfully on display to be witnessed. THE CLASSROOM.
