The broker's back office can confirm with CPU that the shares are available. I've had days when the info's taken a day or two to get from CPU to my Chess registration, but it didn't stop me from transacting. Now, however, if you use Etrade or other non-relationship brokers, then yes, you probably do have to wait. This is yet another advantage of not using online brokers.
