It seems to me that wars are the outcome of poor thinking or creative discussion.
From times immemorial states formed strategic alliances. It's in no onnes interest to go to war.
All one has to do is find a reason to create some new constructive mutual policy that will benefit all parties and hey presto we are best of friends instead of reducing our mutual populations and putting mothers off side.
Unfortuneatly we sometimes get statesmen who want to be in the history books.
