That would be true of 50% of police - excellent humans. The other 50% are bullies, thugs and criminals - in almost every country on earth.
As for the blacks; maybe if the superior whites (cough) had treated them as equals from the beginning instead of hanging them from the nearest tree and shooting them on sight, then the under class of blacks would not have developed, which fostered a criminal culture.
