It's a very complicated social problem. I don't think anyone has ever really got a handle on all the fine details.
Blacks commit more crimes per head - but why? I don't believe myself it's because they are born more likely to be a criminal.
Disadvantage leads to more disadvantage leads to crime, leads to more police contact, leads to police more wary during contacts. A cop mistaking a gun for a tazer.
