annual leave is literally "portable" anyway. you are entitled to it if you leave one employer anyway!
I know Victoria's construction industry has long service portability in "Leaveplus" (formally known as co invest), I don't know about other industries though.
as for sick leave, some kind of portability system would be a good idea, not sure how it would be funded though
