But I don't think CVI management need to to take note, I think they wrote the book on it.
IMO, in this story CVI is the rich tourist who comes to town.
They promise everyone wonderful things are going to happen now they're here.
They take up a collection and lay $50mill of townsfolks' money on the counter.
They set up an elaborate circle of debts, "assets" and company ownership. Without even leaving the counter the $50million goes round and round in the accounts of each company until all the debts are "repaid" and it appears the $50mill has been put to use.
Then they pick up the $50mill and leave town, hoping the shareholders look to the future with optimism.
Meanwhile, the sheriff sits in his office chomping on a sandwich.
