If governments wanted to turn the market around it would be really easy.

The problem the start with is that large investors have off loaded stock that no one wants to hold and it keeps churning through the market pushing prices low.

Solution? Make it so any stock brought in a specified one week period is capital gains tax free for good.

That would encourage serious investors to buy and take the floating supply off the market for a long long time and the market would recover.
