program over the coming quarters"

...means:

1. Up until now no significant improvements have been achieved. Measures taken so far did not lead to a noticable improvement in throughput.

2. Implementation of upgrades and enhancements will take quarters rather than weeks or months.

Conclusion: 1 Year after handover the plant continues to underperform severely. Throughput remains in the 20% ballpark which is totally unacceptable. Don't expect significant improvements anytime soon.
