In Melbourne at least, the building of roads still just leads to bottlenecks everywhere since a large portion of the population works in the inner areas. It is just too congested, and as I've mentioned on here before, if you put Sydney and Melbourne in the USA, they're ranked 2 and 3 based on population.
1. New York (8.6 mil)
2. Sydney (5.23 mil)
3. Melbourne (4.94 mil)
4. LA (4.06 mil)
5. Chicago (2.68 mil)
Further development of satellite cities is the by far the best answer such as Geelong and Ballarat to reduce congestion.
