Not true. Syrians for example were well off before invasion. Social security is generally not available until 2 years after the Permanent Residency. The Department and Tribunals refuses visa on flimsily grounds as they have legal protection. Who so ever are rich enough to hire a barrister and spend north of 50K are able to get justice (visa). This class of people are highly educated.
