I'm holding shares in ZYL, who plan to rail anthracite coal to the port of Maputo, so your post was of great interst to me.
Check out the link below, specifically port information/terminals.
As can be clearly seen, this is an export coal port already. Like a lot of places these days, it will probably be the company (and their backers/partners) who will have to install the increase in capacity. Space doesn't look to be an issue.
