    MikeMennell: Interesting post by you. Just a question, however: Why do you think that the IMF/World bank would lend to Namibia (for Walvis Bay development) and not for instance to Mozambique (for Beira development)?? Or would that be an old colonialist bias (former German colony in Namibia versus former Portugese colony in Mozambique)?? Just curious.
