How will Arcadium decide?

I read an article and I assume that the content is correct, where Peter Coleman explained why short-selling shouldn’t be banned. I fully disagree, because short selling has nothing to do with creating transparency of companies or strength of companies, on the contrary is about companies facing uncertain situations or conditions and how the SP can be manipulated.
At another news channel I was pleased to read an article about new corporate Governance reforms from the Japanese government: Japan wants higher returns for investors and what they will do….
So my question is, will the decision be when it comes e.g. to (the timing of) news releases, progress reports etc. which would lead to adding value to the shareholders and help enhance investors returns, or would short selling be of importance in the decision making?
