rod , any plant will need to be funded by a massive capital raising circa $75m imo. However this is an issue for 2012 at the earliest as the system is not yet proven , nor is the suitability of the feedstock.
Suggesting Govt provision of building funds in the USA is about as likely as the SP having a break out confirmation imo , such comments are naive in the extreme and continue to plague this thread and undoubtedly confuse or alarm potential new investors.
