    then, without going to constitutional changes - we're stuck with some things -

    1. Ministers of departments have to be elected members - something I don't like, but, we're stuck with it --

    so, could the elected group as a whole (the House of Reps) choose a minister for each department? ------- probably. If all members were independents - then, one could set up an election system where there 'had' to be a result in a process.
    It could be done by ballot - but, that would be a dud idea - you really would want someone with some sort of qualities or qualifications to be ministers of whatever department.

    2. Prime Minister - -- without going and checking again - I don't think we need one. It's not a constitutional requirement. So, the role could just be dumped.

    if we didn't have a PM - the obvious issues would be - who would go to the GG to form a government ------- that could probably be solved - by a group of signatories who guaranteed supply.
    Choosing ministers is as above in 1.

    Changing ministers - one probably wouldn't need such a thing as reshuffles as we know them - but, if you had a dud - you would need a mechanism to get rid of the dud and put another hopeful into the gap -
    that should be able to be done.

    It might work well to have something like a reshuffle, a review system ------ perhaps have all ministerial positions reviewed on an annual basis

    would that work? -- well, yes - it would work 'technically' - I've no idea how it would work effectively and politically --------

    there are some review process in some parts of the world - not a great deal - but, I think they mainly work with party systems. I wouldn't be game enough to think it a good idea or not - it would be a suck it and see idea I think.
