but the terms under which the US proposed to perate one are a new invention.

and again if there is nothing new or out of the ordinary in the way they want these tribunals to run

why has it taken 5 years to establish the tribunal

why after re working the terms they were to operate under 3 or 4 times were they still knocked out by the US supreme court.
