    Dave,

    What you described is the actually a good thing.

    As a deterrent it is working and folks like yourself can be pleased so few have to go through the Nazi style hell that is so often referred to on here.

    Maybe there was an expectation that the boat peoples lives was so genuinely bad that they would still keep coming regardless of the hurdles created?
