re: howards agenda...vogon of course you should pay for tertiary education but thats not what I was saying under HECS everyone can go under direct entry only those with the financial resources will be going and HECS places will fall so it will be a self perpetuating outcome of the wealthy staying wealthy while those with less will have to accept less
