Ziggy was always on a leash to the government while he was CEO of Telstra.
I wouldn't mind betting that the government were "advising" Telstra about the size of the dividend that they wanted Telstra to give. Trouble is that that exuberent dividend money which the government were receiving should have been spent on Telstra's ailing network. So ultimately the government have had their part to play in this mess as well.
