there has a part in this article which triggered interesting guess:

(for cautious, the use of Google Translate).
---"But the quality is unsatisfactory"---not clear where the rare earth products came from and what specifications,
But India hasn't output yet the final products.
LAMP has a So long-time delay, the reasons may not be so simple and occasional, just hopefully those problems have been resolved now.
