LMJ is correct, others are wrong. Read raremetalblog, especially the work of Pat Wong.
I would be more inclined to use Chinese domestic prices as a future earnings indicator, as they are quota and restriction free.
The good news is that these too are indicating a favourable demand/supply equation, and is indicative of a more electric and greener future, that requires a pile of REE's.
