"The Independent Expert has stated that the Heemskirk Offer is not fair but reasonable."
Shouldn't they just up the offer? Why would we want to take up something that is "not fair"? CQT's offer isn't great either. Neither can get their SP to be enticing. But re HSK's "not fair" offer, wouldn't they get more leverage with NQM holders if they upped it to make it "fair"?
