I believe in Singapore they have (or had) a system where a person could contribute to a personal health fund (like a superannuation fund) on a tax effective basis. The fund could only be used for medical care expenses and could be left to one's dependants on death. The benefits of such a system are that it incentivises people to make proper provision for their own health care but at the same time incentivises them to be vigilant and careful as to how the fund is spent.
We have a problem in this country with too many people having unnecessary procedures and over-utilising the public health care system. I think it is 9% of our tax revenue that is spent on public health. Healthy young people don't like paying for health insurance and many unhealthy old people find it is too expensive. A system like that in Singapore would provide the necessary incentive for people to start building up their own fund from a young age so it can be used when they really need it in later life.
