This is an "on" or "off" situation. If they get the desalination license it is game on, if not then no additional value to the mining operation
If one waits for the license to be issued, no chance to get the shares as cheap as today, but your risk is managed
I am happy to take more risk and therefore buying more now and taking the position that license will be granted. Chile needs the desalinated water and it certainly can be done in an environmentally friendly way.
