What I mean is basically a set of charges just for show, after which China extradites her, then simply gives her a token slap on the wrist - or simply nothing if no wrongdoing found (this is just a call for questioning, after all).
What if China wanted to extradite a US citizen (senator) for breaching Iran sanctions, were it shown they had some shady private dealings. That wouldn't be received well, wouldn't you agree? US would want first right to prosecute. Maybe there is something in the agreement that US gets priority to prosecute, but strange they would agree to that, as it yields some level of sovereignty.
Just like US throws a tantrum when the ICC indicates it's going to pursue US citizens for war crimes. Good luck with ICC extraditing someone on such charges, yet here they are doing essentially the same thing, except war crimes are something orders of magnitude more important.
