I think some folks may not know or understand this indicator. It is not about what is going to happen in the next session (nobody knows) it is a medium term indicator measured by this index.
Like all forecasting tols it is not always right it is just in this instance it is the strongest positive (it must hit +6 to be a buy) I have seen in yonks.
