my estimate on the admin being up on the exploration is two fold. 1, COVID has undoubtedly impacted the ability to explore, I'd say most companies spent less on exploration compared to other years. 2, simply put, Admin is up due to a lot of administrative processes needing to be undertaken, partially due to the Greenland buy AND the downtime for activity from Covid. They simply have more time to do admin stuff so they would have spent more.
