OK I'll re-supply the answer
You don't settle for the 0.4c, it would be rounded down to $0.04. Though if it were $0.046 opening it would be rounded up to $0.05.
But by the time your broker gets on to you, the buyer just pays $0.04 more than the brokerage, where as the sell pays $0.04 less than the brokerage. So it has really been a bad purchase/sell either way.
