Yes the rig contractors run the rig, but they do nothing without the say-so of the Company Representative, who is on location 24/7. The company rep. gets advice from the Drilling Engineer, who is employed by the oil co. and liases with them on a daily basis.
The rig contractor is only responsible for errors that occur during operations that are already in progress and have been authorised by the oil co/drilling engineer/company rep.
It is still early days, don't go dumping just yet IMHO.
