I guess you mean prepaid.
Not sure there's much demand for it. Prepaid travel cards have been around for ages, and even the airline affiliated ones struggled of late. They're not popular any more.
Most people just use a general travel card or if they want to lock in rates in advance get cash (or old school travellers cheques, which have also fallen in share). A prepaid credit card doesn't add anything new.
